DOD Issues RPP Through the National Spectrum Consortium to Develop Near Real Time Spectrum Management Technologies to Support Operational Outcomes

WASHINGTON,, April 26, 2021 / PRNewswire / – The US Department of Defense (DOD) has issued a third request for a prototype proposal (RPP) in support of electromagnetic spectrum research related to the capabilities of 400+ members of the National Spectrum Consortium.

Released under DOD’s Spectral Access Research and Development (SAR & DP) program, RPP is part of a series of requirements for the development of real-time spectrum management technologies that use machine learning / artificial intelligence to distribute more efficient and dynamic allocation of spectrum based on operational planning and projected operational results.

In particular, this RPP is focused on Spectrum Understanding, Analysis and Response (OSCAR) effort. This project will create a software application with a unified graphical user interface, automated workflows, a sensor network, and an extensible framework needed for air combat training tests and training grounds to ensure that spectrum is available when and where needed for affected AWS-3 systems and operating systems.

The aim is to provide advanced spectrum management capabilities for existing systems in the AWS-3 bands; however, this prototype will be applicable to the entire spectrum managed by the scope so as not to fragment toolkits for installation managers. OSCAR will provide the spectrum management tools, workflows and sensor network needed to increase spectrum utilization and improve spectrum management.
