DOD Issues RPP Through the National Spectrum Consortium (NSC) to Leverage 5G and Augmented Reality to Save Warfighters’ Lives

WASHINGTON,, June 14, 2021 / PRNewswire / – The US Department of Defense (DoD) has published a request for a prototype proposal (RPP) to members of the National Spectrum Consortium (NSC) in support of research and development of technologies in the field of 5G telemedicine and medical training.

To provide the best possible solutions for the Ministry of Defense, the NSC has invited members of the Medical Technology Consortium (MTEC) to review the RPP and possibly equip themselves with proposals from the NSC.

RPP focuses on two goals:

  1. The development of a 5G activated augmented reality (AR) training platform that accommodates multiple trainees under one trainer / facilitator; and
  2. 5G AR-compatible telementation for medical procedures, allowing real-time communication between a remote mentor and a centrally located medical professional.

“This initiative represents an exciting opportunity to significantly improve the quality of military care for our fighters, using the latest developments in 5G and augmented reality, said Maren Leed, Executive Director of the National Spectrum Consortium. “Putting these technologies into action will mean that our soldiers, sailors, pilots and marines operating in remote locations will be supported by state-of-the-art care. At the same time, DoD’s investment will help advance the commercial state of the art when it comes to using AR for medical training and mentoring, which benefits the nation as a whole. “

“Augmented reality has the real potential to create a three-dimensional immersive learning experience for training and mentoring military medical personnel in critical care and trauma scenarios from remote locations.” said the Chief Strategic Director of the National Spectrum Consortium, Vice Admiral Joseph Dyer, USN (ret). “When fully developed and implemented, it will bring medical experience from anywhere in the world to the battlefield and save lives. We look forward to seeing the innovative solutions that the NSC and MTEC teams will offer DoD in this critical area of the health and safety of our men and women in uniform. “

Request for a prototype proposal
NSC-21-RPP-06-5G Telemedicine and medical training – Reputable NSC members can submit proposals in response to the RPP. MTEC members are welcome to team up with NSC members as part of a proposal team or if they wish to serve as a general contractor to become NSC members. The suggestions are due July 21 in 11:59 a.m. ET.

Spectrum forward OTA
Last December, the DOD awarded the Spectral Other Transactions (OTA) agreement to the National Spectrum Consortium (NSC) to accelerate the development, deployment, and deployment of next-generation technologies that provide our military fighters with a decisive battlefield advantage. OTA has a term of five years and a ceiling value of $ 2.5 billion. The purpose of Spectrum Forward OTA is to facilitate the partnership between US technology and the industrial base and the US government to develop or use a wide range of dual-use technologies that enhance or rely on electromagnetic spectrum use, from dynamic spectrum access to machine learning to autonomous navigation to next generation radio access networks. This year DOD released several RPP via Spectrum Forward OTA, related to spectrum sharing in a contested environment.

NSC membership has extensive experience in the following areas related to electromagnetic spectrum and advanced wireless technologies: Ubiquitous connectivity; Cognitive spectrum access and sharing; Cyber protection; Cooperative space optics systems without radio frequencies; Autonomous systems (land / air / sea); Internet of Things (narrow range / critical / massive); Electronic warfare; Intelligence, Surveillance and Intelligence (ISR); Software defined radio stations / networks / architecture; Radar systems; Digital signal processing; Microelectronics; Software reconfiguration; Nanotechnology; Machine learning / Artificial intelligence; Autonomy / robotics; Biotechnology; Big data analysis; Edge and Cloud Computing; Augmented / virtual / mixed reality; Location detection; 3D printing / Production of additives; and 5th generation (5G) information and communication technologies, products and services, including the use of zero trust.

For the National Spectrum Consortium
The NSC consists of over 400 American companies and academic institutions. Their technologists, engineers, scientists, manufacturers and program managers work with their counterparts in government to solve the nation’s most difficult spectrum and spectrum technologies, providing the Ministry of Defense and other clients spectrum superiority.
